There are several ways to make a submission on the M4/M5 EIS. Because the planning website is difficult to navigate we’ve set up a Do-Gooder which will be sent directly to the Planning Department and will also help us to track submissions to ensure they receive a proper response.
Making a submission online
The quickest and easiest way is to make a submission online. Before you get started there are some things you should know. Please read the below instructions carefully before making your submission. Once you are ready you can make your submission via this link.
- Requirements:
- Each submission must contain the following:
- Your full name and address
- It must be addressed to planning as follows:

GPO Box 39 Sydney NSW 2001 - A declaration of reportable political donations (political donations are only considered reportable if you have donated $1000 or more in a financial year to the benefit of a political party, elected member, group or candidate). - Make sure you state that you oppose the project. If you do not state your opposition it will be filed as a comment.
- The text has been added to the Do-Gooder so as long as you complete the online form and don’t delete any of the pre-filled information you’ll be fine. You can also view our template to get a better understanding of the requirements and how to write the required sections.
- Each submission must contain the following:
- Before proceeding to make the submission below, make sure you have prepared some text of your own to add to the submission. Each submission will be counted as a single numbered submission but those that are identical will be grouped as a FORM submission for the purposes of responding to its concerns. We want to make sure your voice is heard, so have a couple of paragraphs of your own prepared to insert in the prepared text before proceeding and add it before you submit.

- Once you’re ready you can make your submission via Do-Gooder.
- If you need to attach files to your submission you will need to do it via the planning website. Please note the planning website will only allow you to upload PDF files. If you do not have attachments please use Do-Gooder to make your submission.
Making a postal submission
If you would prefer to make your submission via the mail you will need to do the following.

What happens to your submission?
NSW Planning will give every submission a number and publish it on the department’s website. planning.
While NSW Planning will give every submission a separate number, all individual numbers for identical submissions are grouped into “FORM submissions”.
Other government Departments and Councils will also make submissions which also will be published on the Planning Website.
After the Submissions period ends on October 16, NSW Planning will send all the submissions to the NSW Roads and Maritime Services and Sydney Motorway Corporation who will commission engineering firm AECOM to prepare a RESPONSE TO SUBMISSIONS report.
If you are interested, you will be able to track your number to read the response to your concerns. We will announce when the Response to Submissions report is published and publish a guide to how to do track the response to particular concerns. Unfortunately in the case of the M4 East and New M5, we found the responses very disappointing.
The People’s EIS will publish our own response to the RESPONSE TO SUBMISSIONS REPORT.
